Here cometh the balance (v0.2)

So, after spending several hours playing my 0.1 version, I realized that balancing was quite off. It's very tedious to win the game if there are no cities of your faction close to the final destination, and I couldn't get past the rank of Hobbit at all. While the unaligned cities turning against you is an interesting mechanic that requires some strategic adaptation, I wanted the game to be more casual. This and other balancing changes in 0.2 include:
- On Normal difficulty, conquering a city once makes it enterable forever. On Hardcore, it still turns against you on the second Monday after the battle.
- Reduced the budget that cities are allocated weekly, so that they retain smaller garrisons to fight against.
- Rebalanced some units to bring the utility values closer together.
- Rebalanced the multipliers and caps on foraging, hunting and trading on certain terrains.
- Change endgame ranking logic to assign better ranks, especially for Hardcore mode.
- Units aligned with the player get +1 attack, +1 defense boost in battle.
With these in place, the expectation is that on Normal a person should be able to win the game in ~1 hour without too much micromanagement, but winning on Hardcore is still a major accomplishment.
